In accordance with the relevant regulations of the HKSAR Government, if you are under 18 years of age and have a permanent identity document and are outside of Hong Kong on the date you turn 18, you will need to sign in with the person in charge of the record, return the document and apply for a new identity document within 30 days of your return to Hong Kong. Thus, embassies and consulates abroad do not accept applications for this type of identity document for processing.
